Theme refers to the broad political field in which an organization is located. The topics are important in order to be able to recognize the (political) orientation of the organization, which does not necessarily have to emerge from the offers. For example, there is a repair café in the women's house - the theme would be Women* & Queers, LTGBQ. The meeting-point organized by a district health center would have the topics 'Health' and possibly 'Neighborhood'. So, either the topic defines the target group, or the interest of the users of this initiative.
